AB 4066 / SB 5085. Amends the Vehicle and Traffic Law; warranty reimbursement; requires motor vehicle dealer franchisors to fully compensate franchised motor vehicle dealers for warranty service agreements. Generally expands dealer coverage and requires broader payments by manufacturer.

AB 3779 / SB 4977. Relates to certificates of registration for entities that manufacture or assemble zero emissions vehicles and have no franchised motor vehicle dealers in New York. Allows for factory stores or direct sales if there are no franchised dealers of the same line-make in the state.

AB 3084 / SB 4643. Creates an entire dealer law specific to RVs. Establishes recreational vehicle dealer agreements; defines terms; provides that a manufacturer or distributor may not sell a recreational vehicle in this state to or through a dealer without having first entered into a manufacturer/dealer agreement with a dealer which has been signed by both parties; provides that a manufacturer or distributor, directly or through any authorized officer, agent or employee, may not terminate, cancel or fail to renew a manufacturer/dealer agreement without good cause.

HB 1445. This bill modifies the requirements for the operation of and equipment required for all classes of electric bicycles, requires the division of motor vehicles to develop procedures for the registration of electric bicycles, and requires that electric scooters and electric unicycles be regulated as motor vehicles.

Relative to requiring notice to consumers of vehicles that require repair solely through a dealership and contain proprietary information (“every motor vehicle manufacturer, before the delivery of a motor vehicle to a dealer, shall securely affix a label to the rear window on the passenger's side of such motor vehicle that clearly, distinctly, and legibly states if the motor vehicle will require any repairs that can only be made at a dealership and lists any vehicle parts that contain proprietary information”).

Missouri - Right to Repair Other than Automotive—Possible Ag and Construction
HB 2041. Creates a Right to Repair law for any “product” which is broadly defined to include any consumer product other than a motor vehicle, leaving it unclear if this could cover Ag/Construction or if the “manufacturer” definition’s reference to “selling or leasing new products to consumers” might read-out commercial equipment.
