SB 504. Requires recreational vehicle dealers to hold a dealer agreement with a recreational vehicle manufacturer to sell the manufacturer's recreational vehicles in the State; establishes licensing requirements for a recreational vehicle manufacturer, distributor, or factory branch; alters the required terms and conditions of a recreational dealer agreement.

Requires a manufacturer of automobiles to make available for purchase, by the owner of an automobile and independent repair facilities, the same diagnostic and repair information, including technical updates, that the manufacturer makes available to its dealers through an online or other electronically accessible manufacturer diagnostic and repair information system.

HB 4925. Amends the Motor Vehicle Franchise Act; provides that it shall be deemed a violation for a manufacturer, a distributor, a wholesaler, a distributor branch or division, or officer, agent, or other representative thereof to coerce or require any dealer to construct improvements to the dealer's facility at a substantial cost to the dealer or to condition any dealer's eligibility for payments under any discount, credit, rebate, sales incentive, or similar program on the dealer constructing improvements.

HB 640. Amends existing law regarding motor vehicles to define the term service-only facility; provides definition as a customer-facing or noncustomer facing facility operated by a licensed dealer within the dealer's relevant market area where the dealer performs any repairs or performs any other services on motor vehicles but does not engage in the sale, lease, trade, or display of new or used motor vehicles.

Relates to motor vehicle dealers; provides that if a franchisee demands indemnification, a manufacturer, importer, distributor, distributor branch, factory branch or franchisor that is licensed may not fail or refuse to indemnify an existing or former franchisee and the franchisee's successors and assigns for any sustained damages and attorney fees and other expenses reasonably incurred by the franchisee that result from a claim that is made or asserted by a third party against the franchisee; addresses installation of DC Fast chargers; limits ROFR; prohibits a manufacturer from selling vehicles with hardware already installed that requires a subscription to activate; limits factory reservation systems to prevent legacy OEMs from using online reservations systems like Tesla; expressly exempts form entire Article applicability any OEM that has never used franchised dealers to sell (i.e., enshrines in statute the factory-direct option as long as you have no dealers).
